Answer
If you have scolded your dog because poop is present in your home (leading the dog to the poop and yelling (or worse), pointing to the poop and yelling at the dog, etc., and even once is enough) or interrupted him while he was pooping (in a way that frightened him), he will now refuse to defecate in front of you and may even actively AVOID any area where poop is found (even if you put it there: he could have an acquired fear response to the presence of poop, completely not understanding why you dislike it.)  Training a dog to eliminate outdoors while at the same time making indoor elimination possible, is very confusing to a dog and that can also create a huge problem (especially if the dog is fearful of eliminating in front of you.)

you must go back to square one.  Praise and reward (tiny food treat) every urination he makes outdoors every time he does it.  When indoors, keep him on a very lightweight, long indoor leash (use a body harness not a neck collar) and watch him very closely.  At some point, he has to poop!  If you perceive the body language (circling and scooting), interrupt the dog (do not direct words at him or even look at him, whistle or clap your hands while looking away), pick up the leash and take him outdoors immediately and wait until he relieves himself.  His sphincter may have seized at this point, and he may not have to defecate right away (or be able to), but within half an hour to an hour he will; so if you bring him back in, take him out every 30 minutes thereafter.  Once he defecates outdoors for the first time, in a calm way express praise and give him a large handful of tiny food treat, then bring him back in.  Keep a journal of when he is most likely in need to defecate so you can be alert.  Don't allow him off his umbilical cord indoors (unless you are not at home, in which case you can confine him to a small area in the kitchen or bathroom) until he has begun to defecate in front of you outdoors.  This may take some time so be patient.  Consistency, patience, praise and reward for appropriate elimination will eventually work.  If you find poop in the house, make NO comment.  Clean it up when the dog is NOT watching.  If he uses the same area indoors (or has used in the past), feed him on that spot.  If you decide that you'd prefer him to eliminate indoors in a specific area, you must take him there in the same manner you take him outdoors and use the same praise/reward system.
