Squealing excitement

Question
My 5 yr old schnoodle has a very loud and high pitched squeal when she sees
other dogs during a walk. She pulls hard on her leash and is so engrossed in the
other dog that she totally tunes me out. Walking her is difficult because it is
very embarrassing when she makes that noise. Once she meets the dogs she is
fine.  I don't know how to break her of this very annoying habit. Please help!

I would work with her being able to look at other dogs for treats - at a distance that is far enough that she isn't over-stimulated. If she is squealing, she is too close, and she will not be able to listen to you or learn.
