I really think you helped us last time,
So....
My mouse seems to be doing normally,
but he seems to have some congestion
Is there any way I can treat him myself
Or is it best to just take him to a Vet?

It is always safest to take the mouse to the vet.
Saying that, however, I know a vet visit can be cost-prohibitive, and if the mouse doesn't seem sick otherwise, maybe you want to treat him at home.
Of course many mouse owners are in the same situation, so I can send you to an archived answer where I explained how to treat a mouse at home. This person's mouse had a more serious condition and had already tried one antibiotic, but the post describes how to administer a home remedy of the antibiotic Tetracycline, which you can get in the FISH section of the pet store.

Don't be surprised if the mouse ends up with a chatter. After a respiratory infection, their usual constant squeak often becomes lower so you can hear them. I find it endearing.
If the mouse gets any worse, however, I suggest the vet visit.
