Exercise and Foot

I have two questions?
I have a 9-month English cocker and I was wondering whats the best way to give him his exercise when I'm unable to walk him(such as rainy days). Also I caught him sticking his foot in his mouth and chewing it. Is this normal?

If you have a suitable space, play ball with him in the house.

How often is he chewing his foot?  One foot in particular or all?  How intensely is he chewing?

Take a look at the foot and make sure he hasn't got something stuck in there first.
