No, because "toy Australian Shepherds" often aren't full Aussies at all.  Unscrupulous breeders are responsible for this breed, and they have mixed other toy breeds in with the Aussies.  To be honest, if one of these dogs gets true Aussie temperament, you may not want it as a pet.  Aussies were bred as working dogs, and the breed standard states that they should have "strong herding and guarding instinct".  They often need a "job" and if you don't give them one, may choose one that you don't like, such as herding and nipping at your kids, or chasing the cat.  Herder savvy families can deal with them, but the average pet home is ill-equipped for that much energy usually.  Aussies, once they mature, will often pick who they do and do not care for, and some get downright protective - protecting your property from friend and foe alike.  If you need a small breed that is likely to be friendly with everyone, why not consider a Papillon, French Bulldog, or a Cavalier King Charles Spaniel?  The Paps are smart like Aussies and very trainable (you may have seen them on Animal Planet doing dog agility.  The Cavs are sweet and love everyone usually, as do the Frenchies.  I would not advise buying any dog off the Internet.  The way to find a responsible breeder is to choose one of the recognized breeds (designer dogs cost a lot and are seldom tested for genetic defects, etc.), then get in touch with the national breed club for a breeder referral.
