HELP!! Dog with a really bad behavior

Hi!
   I'm Sydnee and I'm 12 years old. I have a Pomeranian and Chihuahua mix. Skippy (two year old male) is really aggressive toward my little brother (Dillon). Whenever I'm holding him or my mom, Skippy will bite and growl at Dillon. I scold Skippy by tapping him on his nose or saying NO! but, he still does it. He also had a barking problem with Dillon. Whenever Dillon runs around the house, Skippy will bark and pull at my brother's sock. I don't know what to do anymore. I tried a lot of techniques and other stuff. Thank you if you answer my question! :)

The Pomeranian is called a "head dog" in the dog fancy because the judge needs the handler to pick the dog up so the judge can evaluate how the dog reacts when being held along with eye to eye with another person.  Pomeranians are resource guarding dogs.  You are the resource.  Your little brother is an entity your dog cannot comprehend because he is very small, has no pheromones and behaves erratically (as do all young children.)  Your Pom is reacting both to being in your lap (which is a resource and a rank enabling position) and your brother's incomprehensible (to the dog) general behavior.  The dog is generalizing his fear/rank related response to your little brother's "erratic" behavior and is now either attempting to protect you from him (while in your lap) or displaying a rank behavior by warning the "puppy" (your brother) to stay away.  Your mother needs to find a credentialed behaviorist (NOT a dog trainer with make believe titles) to assess this situation, evaluate the Pom's temperament, and establish a behavior modification protocol, before this growl becomes a bite (which it will.)
