I HAVE A 2 YEAR OLD BICHONE FRISE. HE IS GREAT BUT HE IS CHEWING THE WALLS HE HAS ALOT OF TOYS AND HAS A 1 YEAR OLD BROTHER POODLE WHICH THEY BOTH ARE EATING MY RUGS.I'VE TRIED PEPPER BUT THEY GO TO ANOTHER PLACE AND CHEW, MY RUG LOOKS LIKE SWISS CHEESE.

Confine both dogs to an area where they can do minimal damage.  If your kitchen is large enough, you can purchase an exercise pen from any dog equipment provider.  Give these dogs adequate toys they can safely chew and do not confine them unless you are not at home.  Provide these toys (kong with a teaspoon of peanut butter, marrow bones with meat and marrow removed, safe stuffed toys which they cannot shred and ingest, hooves -- but beware of chipping and ingesting, etc.) only when they are in the confined space.  This sounds like boredom and/or frustration (with a touch of separation anxiety possible).
