There is s neighbor that insists on bringing her juvenile @ 18mos oldgerman sheperd to the 7a bus stop. the dog has an extremely deep bark , is intimidating to the children, and she has difficulty controlling him. I am sure she would be unable to stop an attack. the dog appears very frienly but unruly and mildly aggressive. i feel he should not be at the bus stop with 1st graders. what is your take on this.

It is hard to say without seeing it in person, because I'm not sure if this dog is actually showing aggressive signs.  If he is, it sounds potentially dangerous.  If the children are fearful or jumpy, and the dog is showing aggression, that is a bad combination.  Children can sometimes be taken as prey objects to a dog.

Also, I am not sure why a dog would be at a bus stop, since to my knowledge dogs are not allowed on buses, unless they are service animals.

You can try confronting the owner, and ask her to stand a little further away, or not bring the dog at all.  You can also wait until she gets to the stop, and call the police and report that a dog is showing aggression, owner has no control, and children are nearby.  Then maybe they can talk to her.
