toilet troubles

Question
My bulldog is 13wk old. I realise she is too young to completely control her 'bodily functions' and therefore i am tryin to get her to use training pads. At night she is kept in a confined space with her bed, toys and trainin pad, she will use the pad here, and there are no accidents at all at night. But during the day its a different story. i leave the gate to her 'bedroom' open all day with the pad in there and one pad in living room where she is mostly, i have put her on the pad repeatedly after waking and after sleeping (using a cue word- which i know she wont understand yet)but nothing, it seems she will hold it then do it anywhere else. she hasnt even found a consistant place on the living room floor to do it!- its just anywhere she feels. a number of times i have found her peein on her bed with the pad right next to her! and i know that this is meant to be one of the things dogs dont do! -- please help :(

To be truthful, I don't have experience with the training pads.  I've always used the traditional methods of housebreaking; I am including information, which is what I send people who are having housebreaking problems:
