Answer
Don't feel badly, many people haven't taught a proper recall to their dogs.  Once you learn how, your dog will respond.  Go to www.cleanrun.com and pick up a copy of Leslie Nelson's DVD called "Really Reliable Recall" and follow that protocol.  I've used it on hundreds of dogs in my classes, with slight variations, but if the students do their homework, they get dogs that come!  Also, remember not to scold your dog when he runs off.  Instead, run the other way, make some high pitched noises, or even sit on the ground and do it (dogs get curious), but you want to entice him to think "the party is with my human, so I'd better get to him".
But the simple answer is not to let your dog off lead until he knows "come", especially if your yard isn't fenced - you are asking for trouble and putting your dog at risk.  Your best friend in this endeavor is a 30' cotton training lead.  You'll learn how to use it when you watch Leslie.

Puppy Chow wouldn't be my first choice.  If it were my dog, I'd probably have chosen Innova Large Breed Puppy Food, or a similar high-end food.  You don't spend much more feeding great dog food, because the kilocalories are higher, so you feed less of it compared to many of the supermarket brands.  Innova is made by Natura (www.naturapet.com)  They probably have a store locater on their site.
