Chasing walkers/Joggers

My 3.5 year old corgi has all of a sudden decided to start chasing joggers and walkers. We go jogging twice a day and he doesn't chase me when I jog. He knows quite a few of the people that he chases, but then others he doesn't. I don't know why he has just started doing this. He doesn't nip at anyone's heels, he just barks at them and runs right behind them.

I hope you are jogging with him ON leash? Herding dogs live to control movement. When he starts to get intent on a fast moving person, simply take him a different direction. If you allow this behavior he'll continue to do it, and even if he doesn't nip at joggers, if he startles someone and they fall down, you could still be sued. Keep him on leash. When a jogger approaches, engage his attention with you and give him something to do besides chase (and if he's on leash, he can't run behind them and you can control him.
