Question
on monday of this week my 16 week old patterdale terrier puppy was attacked outside a local convenience store by 2 unknown Alsatians who used him as a rag doll.  I took him immediately to our vet who treated him for multiple puncture wounds and tears.  Since this incident he is still terribly shaken and will not walk any further than the small cul de sac that we live in.  How can we help him see that there is nothing to scared of and we will not let anything happen to him again.

Answer
This is very upsetting, since he is already at the tail end of his optimal socialization period and should have been having only positive experiences at this point.  My advice is to enroll him in a puppy class as soon as possible so that he can resume having positive experiences with other dogs, or he may always be fearful.  Also, you can use really good food treats as an enticement to have him walk with you, even if it's roast beef or chicken!  Reward him even if he takes just one step forward.
Whenever you see another dog approaching, you can pull out some treats and feed him (this changes his perspective on the approach of other dogs).  I never allow my dogs to interact with strange dogs on leash or off, and I think that's a good policy, but he does need to be in the company of puppies right now, and you need to have a good relationship with a positive trainer, because I think you will need it as he progresses during this critical period.
