Answer
How well the dogs get along will depend on their ages and drive for dominance.  How good of leadership you give them is important too.  The key to most behavior problems is approaching things using the dog's natural instincts.  Dogs see all the people and dogs in the household as a pack with each having their own rank in the pack and a top dog.  Life is much easier if the 2 legged pack members outrank the 4 legged ones.  You can learn to play the role of top dog by reading some books or going to a good obedience class. A good obedience class or book is about you being top dog, not about rewarding standard commands with a treat. My daughter had a 3-4 year old Lhasa/Min Pin when they got a Shepherd puppy.  He was bigger than most, 20 pounds at 8 weeks.  The terrier survived it along with the 2 Lab puppies they raised too.

If your Chis are females, they may be happy to have a man about the pack.  Shepherds do tend to be alert to things around them.  Of course, most Chis are quick to bark at strangers.  Even if he isn't the first one to bark, when he chimes in, anybody up to no good, won't stick around long enough to see if he is friendly.

You want him to be friendly.  A fearful, aggressive dog is too big of a hassle.  You don't a dog biting the wrong person.  In security work, letting the dog loose is second only to shooting to kill.  Breeding has a lot to do with whether any dog is mean, but the first 12 weeks of a dog's life greatly affect its adult personality.  Expose it to your lifestyle, and it will be comfortable with you.  Gretchen, a German Shepherd we raised did not grow up suspicious of strangers.  She knew no life except being out and petted by strangers from the night we picked her up at 7 weeks old.
