dog holding vagina over things

Question
I have a 1 y/o min pin and it holds its vagina over things.  Its neutered or whatever, but i cant figure out why it does this does it have an infection.  She also seems to have a very small bladder.

I have no idea what you mean by "holds its vagina over things".  Is she squatting over objects?  Also, why do you refer to your dog as "IT"?

If you want to determine whether or not SHE has a urinary tract infection take HER to the veterinarian.  The Min Pin (as a toy breed) is not the easiest to house train.  Take HER out every three hours during the day and evening and REWARD when she eliminates outside.  Do this consistently over the course of a month and she will learn that urinating OUTSIDE is rewarding and will choose to do it.  You must be consistent and fair about letting or taking her out; you must also ignore her mistakes indoors (other than scrupulously cleaning them up.)  You choose a toy breed.  Their bladders are appropriate to their size.
