Start by checking these things to see if he is appeased.

It is also very important to make sure that your cat is not in distress or hurt. A trip to your local vet to ensure that your kitty is not in pain would be the next thing to do. In the event that your kitty is not hurt and none of the other reasons are why he has been whining, you may want to consider a training method that will encourage your kitty to stop this behavior.
