In response to your recent e-message regarding Animal shelters and adopting a pet. Over the past 6 months I have tried and tried to adopt a rescued dog from a couple local humane society's & animal rescue shelter. I filled out a five-page application for the animal rescue and a two-page application for the humane society. I had no luck at all. I've always had pets my entire life and always treated them as a member of our family. My applications were accepted, but every dog I inquired about, I was denied. The reason, as explained to me, was that I didn't have a fenced in yard. My point is; the requirements to adopt a pet may be too high. I know the adopting person(s) should absolutely be investigated but not to the point of losing well-qualified persons that could give these dogs a loving home. In my case, I ended up buying a dog from a breeder.
