Question
QUESTION: Hi,

Myself and my husband are living in Dubai, UAE on a residence visa and we would be shifting to Canada. We would like to bring my 2 pet dogs with us. I would like to know the procedure for the import and I could not find UAE in the rabies free country list is it excluded by mistake or is UAE not rabies free?? as far as i know there are very few dogs in Dubai as it is not a dog friendly country and existence of rabies is very minimal...Request you to kindly let me know all details
Thanks

ANSWER: Dear Deepti
Thanks for your e-mail.  I really need some more info to
help you.  Where in Canada are you going?  Via what airline?
When?  Are you going thru USA?
I don't quite understanding your question regarding whether
UAE is rabies free, etc.  This should have nothing to do
with your move.  Dogs would require rabies vaccinations and
they should be at least 30 days old and less than one year.
It is NEVER correct for a pet shipper such as myself to
provide total info regarding another country.  In other
words, I would put you in touch with pet shippers in
Canada that could best answer some of your questions.  If
you come thru USA then I can help much more!  I can advise
you much more after I have answers to the early questions.
Understand that I am NOT wishing to avoid your questions,
only wish to provide you with the BEST advice.
Most sincerely

QUESTION: Hi,

Thanks for your response. We would be moving to Toronto, dates and airlines are yet to be finalized. The reason why I asked about UAE not being listed is earlier when we imported our dogs from India (Where we originally belong) to Dubai we had to face a lot of hardship, since India was not listed as a rabies free country(by UAE govt) and not recognized by DEFRA we had to send to blood samples to UK for blood serology testing and all but if we had imported them from any country listed as rabies free country listed by the UAE govt this blood serology test could have been exempted. Hence i wanted to know if there are any extra formalities to be done if we are bringing our dog to Canada from a country not listed as rabies free country.I went thru the Canadian Food Inspection Agency The following countries are currently recognized by the Canadian Food Inspection Agency currently as being free from rabies:

Antigua
Australia
Bahamas
Barbados
Bermuda
Cayman Islands
Fiji
Finland
Iceland
Ireland (Republic of)
Jamaica
Japan
New Zealand
Norway
St. Kitts-Nevis-Anguilla
St. Lucia
St. Martin (Netherlands Antilles)
St. Pierre et Miquelon Islands
St. Vincent
Sweden
Taiwan
Turks and Caicos Islands
United Kingdom (England, Scotland, Wales, Northern Ireland)
Uruguay

And this list does not include UAE. I just to know if there are any extra formalities for us to undertake in order to bring them to Canada like quarantine etc.
In anticipation of an early revert
Thanks

Answer
Dear Deepti, again
Really sorry for the delay.  I have been on the road all
day and had to take time out to eat!!!
Now I understand your enquirey a little better.  Seems that
for rabies control, some countries have listed the other
countries of the world in three catagories.
#l - Countries considered to be totally rabies free.  You
have listed those above.
#2 - Countries where rabies still exist, but is under
control, such as: USA, Canada, most of europe, and many
other countries.
#3 - countries where rabies is not sufficiently under
control.  Probable India, and others such as most of
South America, Africa, etc.
#3 countries usually need to do the blood tests, and wait.
#2 countries do not.  Usually the standard rabies vaccination, wait 30 days, then transport!
If your dogs have a current and valid rabies vaccination
there should be no problem entering Canada, as I know there
would be NO problem entering USA
I have recently received mixed info regarding if pets can
exit UAE as excess baggage or only as cargo.  They can only
enter UAE as cargo.
Would be MUCH cheaper if you could bring them to Toronto
as ex bag.  Also, they would be able to clear customs with
you.
Your best choice of airlines would be: Lufthansa, KLM,
Air France and British Air.  They all fly from Dubai via
their home base in europe.  Only Brit Air via London would
require them to travel as cargo only.  For your own tickets
contact the passenger reservation people of the other
airlines and ask if the dogs could leave Dubai as ex bag.
If they must travel out as cargo only, you can arrange this
by calling the cargo department of each carrier.
If you visit:  www.ipata.com   you will find two pet
shippers in Dubai who can assist you.  I've done work with
both.  Also, several pet shippers in the Toronto area.
They would be in the best position to inform you of any
Canadian requirements.  Best to get that info right from
them, rather than someone in some other place in the world.
Cargo charges will be based upon size of shipping kennels.
Only the airlines there in Dubai can answer this for you.
Ex bag rates are handled differently.
There should be no quarantine in Canada, but again, the
pet shippers in Canada can best address this.  You may not
need to use them.
Hope this helps some more.  I've tried to address best I
can your questions.  Let me know what I forgot!!!
Please stay in touch and let me know how things progress.
Again, sorry for the delay
Regards, Jerry Mishler

ADDITIONAL    Dear Deepti
Yes.  Please also check  www.ipata.com    There are
several pet shippers in Ontario Province.  I can't
recommend one over the other.  I do not know them that well.
Let me know if you have any problem with this.  Also, do
let me know how this all goes.  If for any reason you wish
to come to Washington DC, then I could help you directly.
Continue to communicate as you need.
Sincerely, Jerry Mishler
