we are aware of the pet travel scheme and are in compliance with it all. Our question is this, I was recently told by a virgin atlantic employee that england will charge a fee of 240
pounds upon arrival. Is this true?

All the airlines that carry pets to UK work with some cargo handler
in UK and they all charge a fee for this.  No way to avoid this.
I do NOT know who Virgin uses.  Brit Air uses James cargo and
Continental uses PBS   It's not really UK charging, it is the cargo
handler that must be used.  I do think part of their fee does go to
UK.  It is impossible to know exactly what goes on over there....
Where in the USA are you?  You might want to investigate Continental
to Gatwick.  Their total cost often is less than the others.
