Transit of African Grey Parrot Through U.S.

Hello,

A business contact (an Indian citizen) will be relocating from Botswana to Latin America.  He currently has two African Grey Parrots that he wishes to take with him to Panama, but he will have to transit the United States and has asked if I could offer any advice.  

Is it possible to transit the United States with these birds and if so, where could he find information on quarantine restrictions or other such matters?

Thank you for your inquiry.  It is very difficult to travel with African Grey parrots.  Presumably he has his CITES export and import permits for these parrots?
