Traveling with Dog in Cabin from Hong Kong into NY USA

I will be relocating back to the NYC in the US in June.  I would very much like to take my shih tzu in the cabin with me for the flight. 1. Do you know if NY allows dogs to enter the state from "rabies-free HK" in the cabin of the plane? 2.) Do you know which airlines will allow me to have her in the cabin with me?  I will be traveling business class, if that makes any difference.  Thanks

This is definitely an airline question.  You must contact the
passenger reservation people at the various airlines you might travel
on and they will advise you.  USA has NO rules against pets in the
cabin.  Health cert issued within 10 days of travel and a valid
rabies vac is all you need for entry into USA
You can travel the Pacific or European route.  I would recommend
Europe, and using either Lufthansa, KLM or Air France.  British Air
via UK would ONLY allow pet to transit UK as cargo ONLY.
Foreign carriers will have no problem with pet travel and hot outside
temps.  Some of the US carriers do.
