cats flying to malaysia when transit in Taipei must have permit

All of my 4 cats are traveling together via MASKargo from Los Angeles to Kota Kinabalu, Malaysia soon. However, what worries me most is that they will make a stop in Taipei(TPE) for about an hour or so before flying again to Kuala Lumpur. From my research, even pets in transit in Taipei must have a transit permit eventhough it's only for a little while. I have contacted the MASKargo agent about this and they said that "Yes our flight does do a 1.5 hour transit in TPE , but the cats would remain on the aircraft, so you would not need a transit permit". Is this true? or should I be worried and apply for the transit permit anyhow and how long will I get my permit approved.

Sorry.  No one in USA can really answer this for you.  Suggest you contact the following:

This route is VERY long without a break.  Flight alone is over 20 hrs.  Cats will be in their
cages for maybe over 25 hrs without care.
A much better routing would be: Lufthansa from LAX to FRA.  Then a nice break in the journey.
Then, LH onward to KUL with a stop in Bangkok.  Both segments would be so much shorter than the
long one you have planned.  People often do not consider these type routings.
Maybe, also, Thai air from LAX via BKK to KUL????   The routing you have is NOT the best.
You may be lead to believe that a direct flight without connection is always best.  This is NOT
true.
