I'm in the process of building a 15x12x2 pond and I only intend to have water plants, no fish.  I want to know if I need a skimmer or filter or both.  If I only need the skimmer then I can run the pump to a fountain (which I want to), but if I need both I would have to get a separate pump for the fountain, correct?  I also want to verify where the tubing goes: on top of the liner, but underneath the rock? Probably depends on what the pump connects to?

Since you do not want fish, you will not really need a filter. The skimmer will be enough to keep the pump from clogging and to keep the pond clear of surface debris (most skimmers will also do a little bit of filtering).
The tubing must go on top of the liner, in case you ever need to replace it (it will wear out before the liner does, if you use 45 mil EPDM liner).
