eating water plants

Question
we have a pond with water hyacinth and something is eating the bulbs. We live in the city in Ottawa Ontario.

The "bulbs" are the parts with air that allow the hyacinth to float.  The whitetail deer have been eating mine.  In Ontario, it could be deer, moose (do you have moose?), muskrats, ducks, turtles, etc.  Most animals that eat plants enjoy eating water hyacinth.
