I plan on enlarging my lower pond at the same time I want to add an upper pond so I will have two levels. So that it looks much like the pond in the attached link http://sayersweb.com/ourpond/html/ourpondpictures2005-progression.html I not sure where to locate my pump or how to plumb it. Its an external pump do I pump the water up to the upper pond or should the pump be set up on the same level of the upper pond.

The lower you put the pump, the better.  It's always easier to push the water up hill than to suck it up hill.  Be sure and run large enough pipe.  For a pond that size, I'd run 2" pipe, no matter what size pump outlet you have.  Just bush it up to fit.  Pond pumps are generally designed for volume, not pressure.  Pipe size can make a really big difference.  Just remove the water from the lowest possible point in the pond to give the most complete circulation.
