My Budgie likes to be in the cage.

Unlike other birds...my budgie likes to be in the cage and she is very happy around me but she hates flying around(her wings are not trimmed), but she's not overweight. She doesn't play with her toys. She's quite tame. She is a baby parakeet. I don't really know why she's not that active. Is she scared or something? Because I have no other pets. Thank You for helping.

Hello Esther! Babies will tend to be very shy when by themselves. Its wonderful that shes happy when your around. It may take her a while to relize that those toys are hers to play with. Parakeets are flock animals so when they are all alone and can get nervous. Their cage also makes them feel safe at first. You Know that theres no other pets but she doesnt. Give her time and continue to act as a companion and tell her not to be scared. If the problem continues and she does not come out, getting another keet may help her become less shy. From studying large numbers of keets together, once one tries to fly or tries new food, they ALL want to do it! Just rememeber that shes not afraid of you but whats outside her cage. Give her time and hopefully she will become more relaxed :D  good luck!
