baby red eared slider w/ wierd skin hanging

Question
for the past 2 weeks my baby turtles about the size of a 1/2 dollar have had a whitish skin hanging from their neck, feet, arms and butt.  I thought at first that they were shedding.  my friend is really into reptiles and i explained the situation to her and she said it was a fungal infection cause when i take them out of the water it goes away.  I have the right lighting, a 10 gallon tank and a heater and filter....do u know whats wrong, i have the solution to soak them for 3 hours a day....just email me back to let me know whats giing on i gtg to school bby THANX!!!!

Also double check housing (the tank is kind of small), diet, etc. Both sites have great care suggestions.
