Turtles like space, and become stressed in small habitats. We often suggest about 10 gallons of water per inch of total turtle shell length. So, 4 4" turtles would need about 160 gallons of water for each to feel it has enough territory.
If the habitat is already large enough, then you have a bully, and there is not much you can do other than seperate it from the others.
