About three weeks ago,  
my Russian tortoise survived an attack by an unknown predator, possibly a raccoon. As a result of the attack, its tail was shredded.  I took it to the vet. The vet put the tortoise on antibiotics.  After two weeks I had its damaged tail amputated.  The turtle is eating regularly and recovering; however, I am concerned about a lot of  peeling on its skin around its arms and legs near the shell.  I have another vet appointment in a few days, but I would like another opinion.  Note, prior to the attack, the tortoise was in excellent health with no peeling ever.  Also, the tortoise has always been well cared for.

Shedding comes in 4 'flavors'-

Good shedding happens in small bits and pieces of thin tissue or shell that look perfectly normal underneath.

OK shedding looks like a lot of good shedding, and is the result of growth spurts after stress, or poor cares. It is often seen after hibernation.

Not so OK shedding is caused by stress, such as an injury. As long as it still looks like good shedding, it is not a big deal, but the stress should be dealt with- as it sounds like it was in your case.

Bad shedding is thick sheds, or sheds with unhealthy skin underneath and may be a sign or rot, etc.

Unless something is looking wrong here, I would not worry too much.
