Turtle shell bubbles

My turtle has a bubble under its shell.  Is this a concern and would turtle wax help to alleviate this?  Help!

Small whitish spots, like we sometimes get in fingernails, are not a problem. A larger 'blister-like' growth can be many things including shell rot.

For better help, I would need to know the species, size, and basic cares. A photo would also help. You can also try http://www.turtleforum.com and see what other experienced keepers think.
