Russian tort. eye puff

Hi, ive had my russian tort for about 8 yrs. he has alwyas seemd pretty healthy and active, he has always had a good diet etc. lately ive been seeing both of his eyes sort of puff out and get little red around the eye lid. he struggles with his legs and rubs them, but until i handle him it goes down. ive read up on it and found out it may be from lack of vitamin A and dehydration. ive got the eye vitamin A drops and give him daily baths. It doesnt happen alot but it mayb happens once a day. I dont see any improvement. plz help me.

Vitamin A problems rarely affect tortoises, and the eyedrops are questionable in any case.

Dehydration is a possibility, but so is a vital or bacterial infection. Struggling with his legs suggests something neurological- possibly a dietary problem. I am not a vet, so without more clues, I cannot make more of a guess at this point.
