dog biting tortoises head but not pierced the skin

dog biting tortoise's head but not pierced the skin although a flap of small tissue is hanging off middle of head,will this need treatment?still coming out of shell is there anything particular that we need to be doing?

Clean it well with warm water and a mild disinfectant, like Betadine Solution. Apply a bit of antibiotic ointment and keep keep the tortoise generally clean.

Increase the heat a little in it's habitat to encourage healing, and monitor the situation. If it shows signs of infection or other complications, see a vet for more aggressive treatment.
