Russian Tortoise.

hi, I just received a Russian tortoise. During his shipping they put him in a slight hibernation. I think he might be dead, he is so tiny I cant see his breathing. If i move one of his legs it slowly goes back to where it was. I read everything and called the place that i received him from and they said he should be moving around by now. What do i do?

'They put him in a slight hibernation' is not a phrase you often hear. Place him in a container with a some nice, warm water to see if he starts to move (make sure the water does not cover his nostrils). It may take 10-20 minutes, but if it is alive you should see some movement.
