Painted turtle not using hind feet

Question
Hello, I have an eastern painted turtle, we had him for about a year now always healthy good eater but i noticed that he is unable to climb out on to his basking rock or when he swims he is not using his hind feet. He is about 5 inches round. This actually happened over night. He lives in a 75 gallon tank with proper basking area and light. I have 2 submersible filters that i clean at least once a week. The water clarity is very clear. He's diet include crickets, earthworms, dandelion leaves and the main curse is store bought feeder goldfish. I took a closer look at his hind legs and it seems that when i touch them he pulls them back but with not enough power to pull them all the way back in his shell. His shell is not soft and he seems to be himself as before except the hind legs. I hope someone could answer my question, we love this little guy and i hope i can help him to recover or i am not sure if he can. Thank you for reading.

Answer
I don't have an answer for you on this one.  Since he can move his hind legs he still has feeling and function but it sounds limited.  You should try talking to a vet, preferably one with a lot of turtle experience... that is not going to be easy to find.  Sorry, BPC
