Question
I have a pet rabbit that is now about 7 years old.  We keep him indoors when the weather gets extreme, otherwise he is outside in a hutch.  

We've noticed in the past few months his reactions haven't been as quick.  We think he might have gone blind since he seems to not react to moving objects unless it makes a sound or has a scent.  He also is not running around or hopping, just walking.  And recently when we lay him on his back and rub his belly, his arms and legs stiffen, when he used to be completely relaxed.

His appetite is normal.  Plenty of water, pellets and greens.  His bathroom habits seem typical.

Are these normal signs of aging? Or something else that can be treated?

Certainly arthritis would be a normal sign of aging, but losing his sight would not be and should be checked out to see if he has cataracts or what exactly.

If he has arthritis, there are pain medications he can be given, but I would definitely have his eyes checked.  If he just has cataracts, he can adjust to not seeing, but you want to make sure it isn't anything more serious.
