Crust on the eyelids is not normal. If it's being caused by mites, then this is easily and safely treated with Revolution (selamectin) from your experienced rabbit vet. DO NOT use Frontline, which can be deadly to rabbits. You can find a good rabbit vet here:

If, however, the crust is caused by runny eyes and an overflow of tears, then this could be a more serious problem involving the molars (overgrown roots partly blocking the tear duct inside the skull). Without seeing the bunny, I can't tell, of course. But a good rabbit vet will be able to make a proper diagnosis and prescribe appropriate treatment.
