I bought a Mini Rex about 5 days ago and his cage is in my room; however, my room gets quite hot comparably to the rest of the house. Therefore, I place a fan on the other side of the room from him on a low speed and faced it towards his cage to cool him off. My question is what would be the best temperature of the room for him and is it harmful to him to have a fan blowing on him?

You can definitely have the fan blowing on him.  The room should not be more than 75 degrees.  In summer months when it is unbearably hot you can move him to a basement where it is cooler.  If that is not an option then always keep a frozen 20 oz plastic soda bottle in the freezer.  If it is extremely hot then put the soda bottle in his cage and he will lay against it.  You can also put ice cubes right in the water dish.  He will chew on them.  Rabbits don't sweat so you have to watch their behavior for signs of heat exhaustion.  In very hot summer or warm months you can mist water right on the inside of his ears.  This is where rabbits are able to expel some of the heat.
