QuestionHow do i know if the mom is feeding the baby rabbit or not. I've haven't had rabbits for a long time. And will it hurt to mess with them.

If the babies are active, warm, and look round and smooth (not cold and wrinkly), then mama is caring for them and feeding them. She does this briefly, then stays away from the nest so as to avoid attracting predators.
