Be sure to provide fresh, clean water in a shallow but heavy bowl that cannot be tipped over. He will drink more from a bowl than from a sipper bottle (which I never use). Failing that, be sure his fresh veggies are very wet and fresh: many rabbits get all the water they need just from their food, and drink very little unless the weather is hot.
If you are afraid your bunny is dehydrated, get him to a good rabbit vet:

who can determine this via examination of the urine and/or bloodwork. Subcutaneous fluid therapy can restore him, if he is dehydrated. Dental problems will sometimes keep a bunny from eating and/or drinking normally, so please read:

and ask the vet to check both the incisors *and* the molars for problems.
