Gel-like urine is not very common. Are you sure this is not mucus from her stool? If so, this is a sign of enteritis, and she needs to be seen by a good rabbit vet ASAP. If it really is urine that's gel-like, she needs veterinary attention to see if she has a urinary tract infection that could contribute to GI tract upset and loose stools, as explained here:
