i have purchased from a breeder a pair of english lop does,he says they are about 5 weeks old.one is eatting pellets the other is lethargic and not eating but drinking what do i do

It sounds like if they are 5 wks then they are just weaned, while this is a little young to be taking a rabbit away from momma, the reason the baby is not eating is probably do to stress.  Make sure to provide the little one with plenty of hay (timothy etc) and keep pellets available to them at all times.  However if this goes on for more than about 4-5 days, I would become concerned and probably call a  vet for advice.  

There are somethings you can do to help get your rabbit to eat, first off is call the breeder, if they are a responsible breeder they will help you in any way that they can such as providing a small bag of feed that the rabbit is used to or other ideas. You can also offer fresh grass as this may be interesting enough to warrent the baby eating.
