My iguana "Tyson" keeps laying on top of the lamp shade.  When I got the cage the 2 lamps were inside the cage. I know I need to get them out and on top of the cage. He looks comfortable and is not tense or breathing heavy. Eats well and moves around all the time. But he likes to go on top of the lamp and it's not the heat lamp its the other lamp shade that's not burning him. Is this normal?

Igs like to be up high..they are tree dwellers, so yes, it is normal for them to seek a spot that is up high.  It is very important to know the temperature of the shade he is laying on.  If it is over 96 degrees, then it is too hot for him.  Over this temperature, especially with it being on his belly, is going to cause his food to digest too quickly. It can also cause slow burn to both internal organs and his skin, even though you may not see any damage, if the temperature is too high on it, there is a great risk there will be damage.
Is he laying there because he wants to be up high or is it for the heat?
Double check your basking temperatures to make sure he can get his whole body into the basking area with a gradient temperature of 92-96 degrees.  You may want to try putting a flat rock in that area under the basking light.  This will absorb the heat and Tyson may decide he likes to lay there instead of on the lamp fixture.
Work on getting the lights on the outside of the cage and also providing a high shelf for him to bask on and spend time "hanging out".  Generally about 5 ft off the floor is a height they can be content with.  If you are tall, you can go a bit higher but I always recommend that the highest shelf never be higher than eye level to prevent the igs from thinking they are boss of us silly humans.
