Exposing herself

I have a Yorkie that I rescued almost tree years ago from a puppy mill.  She was in pretty bad condition when I got her but now she is a beautiful dog and is very well behaved.  But sometimes when she gets upset (not to often) she will expose herself and it is a horrible smell.  This has happened mostly when at the vet or when a stranger tries to hold her.  Is this normal behavior?  I should have named her skunk.  Because when it occurs it is the most awful smell.  Any suggestions on what to do?

I have to admit I have heard of a lot of weird things over the years but this one has to take the cake.  I really don't know what you mean by "exposing herself".  Do you mean she urinates?  Please write back and give me a detailed description of what you mean by "exposing herself".  Tell me exactly what she does and where you think the smell is coming from.  Also, since she does it at the vet, has he ever said what the smell is from or what he thinks she's doing?
