I own a sancutary and recently rescued at two year old chow/pitbull mix. He is turning out to be a great dog. He loves my cats and other dogs and wants to play constantly.

PROBLEM: He has never marked my house which contains both cats and dogs. But he always marks my office (at another location). At first he kept marking the potted plant -- I assumed because he pees in the bushes outside (there are no plants in my house) BUT today he marked a chair in my office. There are cats and dogs present from time to time at my office as well so what's the deal here? Why the office and not the house?

No, he isn't neutered. Scheduled after he finishes heart medication (heartworm treatment).

So in other words we have the same situation but at different locations. Only one location has become a marking place for him and the other is good to go. Can you find out what this is about?

Well do you punish him for marking in the office? And that is while he is doing it. Give him a firm "NO" everytime you see him and you will see. Also maybe the other animals in the house mark their 2 and he marks over them? There are endless possibilities. You should prohibit him from your office as this could become dangerous also. If he was to leak on your running computer it could mean disaster. You really have to think about it.

If nothing else it will probably all change when he gets neutered. See if this helps, and try to catch him and punish him. For say maybe he marked in the office the first day you got him, and you just didnt say anything. Thus he may assume that its ok. So you just have to remind him. And the neutering will help.
