Question
Hello i have a 8 month old black lab.His name is rascal and boy does that fit.He is like a etch-a-scetch Teach him a commands he learns, then shakes his head and BLANK.Back to square one.MY question is, Provided that we provide many chew toys and attention, excercise ,he will when he decides disobey every command and the firmer you become the more unruly he gets.This worries me as i live by a main road and he will come win called,Accept when i use the command in a authortiy kind a way.When i get mad he thanks it is play time.Help!

When you really need to have him obey, keep your voice low in both volume and tone.  The more growl like, the better.  Relying on come to control most dogs loose outside is risky, and I do not recommend it.  Dogs are individuals.  Some can be trained to come when you have no way to enforce it, but some will never be completely reliable even for the most experienced trainers.

Consider fencing the yard, either a conventional fence or the electronic ones.
A tether is fine for short relief breaks with exercise coming from long walks
on leash or in controlled areas like a dog park. Just letting a dog run loose in a residential area is not acceptable. Never let it foul somebody else's yard.

You need more help with him than I can give you here.  The dogs see all the
people and dogs in the household as a pack with each having their own rank in
the pack and a top dog.  Life is much easier if the 2 legged pack members
outrank the 4 legged ones.  You can learn to play the role of top dog by
reading some books or going to a good obedience class. A good obedience class
or book is about you being top dog, not about rewarding standard commands with
