i have a smooth short hair miniture dachshund boy he is black and taned hes not got any scabs or spots and does not scrach and he been checked for fleas and mange but nothing and every now and then he gets hives on his chest they have not took blood from him i ask them to do a skin sample but they said that they did not want to do this at this stage it does not bother the dog at all and i use front line flea stuf on him

That is a tough one.  He sounds like a normal color and otherwise healthy little guy.  I wonder if he is allergic to something.  Did he start after you applied Frontline?  I wonder if he is allergic to that - I have a dog that gets sick if I use a whole vial on him and I switched to a different type (Not Adantix - I have heard stories about that one but not sure if they are all true or not.  Or maybe it is his dog food.  You could try switching him to a natural dog food with no by-products, etc. in it.  I do not know what you feed, but have found one of my dogs does not do well on normal, cheaper store brand foods like Purina, Iams, Pedigree - too many fillers.  Switch him over gradually to a higher quality food if you can and see if that helps.  A blood sample will not tell you what he is allergic too if he is.  Does he do this all year round?  I am thinking of the pollen and grass.  We had a foster who broke out when he walked through grass.  I agree with your concern.  Even if the vet does not know, it should be looked into in case it leads to something more serious or a more serious reaction.  You can get what I call high end dog foods at pet stores (not like PetsMart although they are starting to carry some good food).  Try organic dry food.  You can buy a small bag to switch him over to and see if it helps.  It will take awhile to tell though.  You can also try oatmeal baths when he gets rashes - those you can get anywhere that sells pet shampoos.  Hope this helps but I am not a vet so I cannot advise you on medical issues, but perhaps a change in diet might help.  You can ask your vet if he/she recommends a diet too.
