Question
We took our Bichon to a groomer and in addition to having the worst possible haircut, he returned with a reddish coloration encircling his eyes completely.  The area of coloring by far exceeds what we had considered normal tear staining.  He appeared dehydrated and was thirsty when we picked him up.  He was also very sensitive to our touching him in the area of his eyes and ears.  We had requested that she leave him a certain length, and she became angry/sarcastic over the phone when we talked with her after we dropped him off.  We naturally shall never take him back to her shop.  He still has the coloration and it has been 3-4 weeks since we had him groomed there. Is there anything that can be done about this coloration, we have bathed him at home.  Thank you for your assistance in this matter.

Nightmare goomers.  Can you believe some groomer still put dogs in drying cages.  Horrible pratice and a lazy groomer.
Some put dogs on grooming table, tie them up by the neck and leave the grooming area.  Dogs have jumped off tables and hanged themselves this way.

Sounds like the dog have very excessive tearing from his grooming experience.  It will eventually disappear.
