My bisone frise has very dry/powder poo

Question
First, he poo and pees around the house and his poo is very dry, its powderie, and wondering if he has urine infections or constipation (He drinks lot of water) though.

Well stools are a good starting point for investigation of any pet problem, they should be soft bullet shaped and of good colour. If your dog is doing hard poop that are dry then it is either not enough water due to being on an inadequate dry food or bones and or a diet poor in fibre, both will result in anal gland problems unless you change immediately. If doggy is otherwise healthy and not lethargic then I would simply introduce Salmon ,whwite fish,  mashed potatoes, pumpkin, carrot batons, green beans, oatmeal, apple and pears into the diet.Even a little cheese .
All dogs benefit from fresh food rather than a dry commercial food , but you must learn to balance what the needs and requirements are and get it right.
If after doing this for 3 weeks and there is o improvement I would have a vet check him out , but I think you will see a vast improvement within days, Dont forget though that , if you have only ever fed dry then it is highly likely the dog will have diarahea for a few days.Also give 1 cranberry tablet per day to alleviate any UTI especially important if fed dry feeds.
