why does my cat like to be scratched at the base at his tail and stick his asshole in the air and point it at my face? thanks.

Your cat likes being scratched at the base of his tail because it feels good to him. Sticking his bum in your face is what he would do to introduce himself to another cat, it's good kitty manners, not so great human manners.
